Distinguished Nurse Scholar-in-Residence Program
The Distinguished Nurse Scholar-in-Residence program provides a year-long residential health policy opportunity in Washington, DC, for outstanding nurse leaders. Each year, this immersion experience at the 911±¬ÁÏÍø Academy of Medicine (NAM) supports the engagement of the scholar in a prominent role in health policy development at the national level. As part of the program, the scholar is asked to produce a policy-oriented paper based on their area of special interest and/or become actively involved in a 911±¬ÁÏÍø Academies of Sciences, Engineering, and Medicine study related to their area of expertise.
The program seeks individuals who have the capacity and skills to generate policy for issues of special interest and the ability to promote greater public understanding. Applicants with demonstrated success in promoting health equity are strongly encouraged to apply.
Initiated in 1992, t (AAN), the (ANA), and (ANF) support this program in partnership with the NAM.
Current Scholar
Margaret C. Wilmoth, PhD, MSS, RN, FAAN
2023-2024 Distinguished Nurse Scholar-in-Residence
Margaret C. Wilmoth joined the faculty of the School of Nursing at the University of North Carolina, Chapel Hill in August 2017 as the inaugural Executive Dean and as Associate Dean for Academic Affairs. Previously she was the inaugural Dean of the Byrdine F. Lewis School of Nursing and Health Professions at Georgia State University. She was an early leader in examining the impact of cancer and other chronic illnesses on intimacy and sexuality. Her more recent work has examined the well-being of reserve-connected military children, psychiatric evacuation from the theater of war and deployment-related health policy. She was inducted into the American Academy of Nursing in 2008 and was one of the inaugural co-chairs of the Military/Veterans Health Expert Panel. General Wilmoth was a Robert Wood Johnson Foundation Health Policy Fellow 2009-2010, where she had the opportunity to work in the Office of the Speaker of the House of Representatives, the Honorable Nancy Pelosi. She is the 2023-2024 AAN/ANA/ANF Distinguished Nurse Scholar in Residence at the 911±¬ÁÏÍø Academy of Medicine.

General Wilmoth had a concurrent career in the U.S. Army Reserve where she commanded units of various size and complexity, including serving as the first nurse and female commanding general of a medical brigade with responsibility for wartime readiness of all the U.S. Army Reserve medical assets in the Southeastern United States, including Puerto Rico. In her final assignment, she was promoted to Major General and assigned to the Office of the Surgeon General, US Army, where she served as the Deputy Surgeon General for the Army Reserve. She was the first female and nurse to serve as Deputy Surgeon General for the Army Reserve. Her prior assignment was in the Office of the Assistant Secretary of Defense, Health Affairs. She was appointed by the Secretary of the Army to serve two terms on the Army Reserve Forces Policy Committee. General Wilmoth is the recipient of the Distinguished Service Medal, the Defense Superior Service Medal, the Legion of Merit, the Meritorious Service Medal with four Oak Leaf Clusters, the Expert Field Medical Badge, and holds the ‘9A’ Proficiency Designator in Medical-Surgical Nursing awarded by The Surgeon General, U.S. Army. She is a member of the Order of Military Medical Merit.
A graduate of the University of Maryland (BSN and MS in nursing), General Wilmoth received her PhD from the University of Pennsylvania and a Master’s degree in strategic studies from the United States Army War College.
